If it is closed (reports as connection refused) then whatever test you're using made it to the port, so the port forward worked. So if you're not running the application or server that's supposed to be using that port, it will be closed. Your port will only be open if something is listening on it. For example there are likely millions of people that have 192.168.1.3 on their own internal network but there's only one person (or CGNAT) right now that has 76.189.X.X as their IP.
